The Select Board heard from Jessica Aler, an Eversource representative, who said the conduit would connect a customer handhole between numbers 68 and 80 Echo Road to service at 73 Echo Road and would be installed by mulling with minimal surface disturbance. DPW staff flagged several conditions for the board, including immediate notification and permitting if a pavement cut becomes necessary; insurance naming the town as an additional insured; and restoration requirements for sidewalk, road and landscaped areas.
The joint petition for Route 151, presented at the meeting, carried a more extensive list of DPW conditions: no work between Memorial Day and Labor Day; submission of a work schedule and traffic‑management plan at least 14 days before work begins; maintenance or managed alteration of two‑way vehicular traffic; required signage and closure procedures if sidewalks are impacted; repair obligations for town infrastructure; and insurance and restoration standards that will apply to other utilities that move lines to the new poles.
Board members repeatedly emphasized minimizing disruptions to motorists and local businesses. Mr. Collins, speaking for town staff, noted the DPW had provided a seven‑point memo with conditions tied to the petitions. The board made approval contingent on the DPW recommendations and on the contractor complying with permitting and traffic‑management rules.
The votes were unanimous. The approvals require Eversource and Verizon to coordinate with DPW on scheduling and to provide the town with any required permits and certificates of insurance prior to starting work.
