Advisory backs multiple infrastructure appropriations, flags cost and timing for DPW campus study

On March 4, 2026, the Advisory Committee reviewed and recommended favorable action on several infrastructure and capital items on the Annual Town Meeting warrant, while expressing caution about the timing and scale of a separate DPW facilities study.
The committee recommended favorable action, 12–0, on Article 16, a $500,000 transfer from Free Cash for engineering and construction of irrigation system repairs and replacement at Wellesley High School and Hunnewell Field. Members noted the existing system is roughly 40 years old, increasingly unreliable and that irrigation for the field uses water drawn from the aqueduct/aquifer system rather than the town’s drinking-water supply.
Article 17, a $500,000 appropriation for the final phase of a multi-year playground reconstruction program covering 18 playgrounds at 16 locations, also received strong support and an Advisory recommendation of favorable action, 12–0. Members discussed whether funding would come from the capital budget or the Community Preservation Committee; the project scope remains the same regardless of the funding source.
Article 19, a $600,000 transfer for reconstruction of the Weston Road and Linden Street intersection to improve pedestrian safety and traffic flow (dedicated pedestrian signal and turn lanes), drew attention to local crash data: members cited 21 crashes between 2019 and 2024 and 120 traffic stops for violations. Advisory recommended favorable action, 11–0 with one recusal for an abutter conflict.
By contrast, Article 20 proposed a larger planning investment: an $858,000 feasibility study for redevelopment of DPW facilities that could inform a potential future project on the scale of $100 million. Supporters argued the study is prudent given the scale and complexity of potential construction, that it would aid long-term capital planning and phasing, and that parts of the study budget may be adjustable. Dissenting members worried about the study cost, the possibility the study would become outdated if the project is delayed, and the town’s ability to afford subsequent construction. Advisory recommended favorable action on the feasibility study, 10–2.
The committee’s recommendations are advisory and will be forwarded to Town Meeting for final votes and funding decisions.
