Planning commission backs rezoning near Ingram Avenue to allow five‑lot development

The Wright County Planning Commission voted unanimously June 4 to recommend that the County Board rezone 8412 Ingram Ave SW (Victor Township) from General Agriculture with a Residential‑Recreational Shorelands overlay to Suburban Residential with the same overlay, advancing a concept to create five lots.

Chair Dan Mol said staff and commissioners had inspected the site and that the township had approved the rezoning. Planning and Zoning Assistant Administrator Scott Deckert told the commission the parcel is currently undeveloped agricultural land and is identified as Residential Large Lot on the Land Use Map.

Commissioner Dan Bravinder moved the recommendation, saying the proposal “fits well within the area,” and Commissioner Troy Beise said the request aligns with the Plan and neighborhood character. Commissioner Jeanne Holland voiced a precaution about tree clearing, saying she feared “the trees will be clear‑cut, even with rules and regulations in place.” Deckert clarified that the primary shoreland restrictions apply in the 50‑foot Shore Impact Zone and that a wooded buffer roughly 200 feet deep could allow substantial tree removal without violating shoreland rules.

Applicant Jeff Campbell attended and Randy Tyson was present for the meeting. Commissioner Charlie Borrell noted apparent inconsistencies in how nearby properties are classified under the Land Use Plan but supported the application as presented.

The commission’s recommendation will be forwarded to the County Board for final action.

The commission recorded a unanimous vote to forward the rezoning recommendation.
