The Bay County Planning Commission on June 23 recommended approval or forwarded recommendations to the Board of County Commissioners on a series of land‑use applications including a temporary conditional use permit, several zone changes and a variance.
Staffer Beau Hainer presented Item 1, a conditional use permit (PLCUP20260084) to allow a temporary storage yard for portable sanitation equipment and vehicles at 4329 Quick Lane for a period not to exceed 12 months. Staff recommended approval with conditions requiring a solid opaque fence at least 6 feet tall around the approved storage area and a low‑impact development permit. Applicant Jesse Parker told the commission he had secured signed letters from two adjacent neighbors and asked whether the entire parcel must be fenced; staff confirmed LDR requirements call for fencing around open storage areas.
Item 2 (PLZCA20260114) asked to rezone approximately 0.438 acres at 1624 Moylan Road from R‑1 to C‑2 Plaza Commercial. Applicant Tara Shuff said the change is intended to increase future resale value and that no immediate development is planned. Staff found the request consistent with the comprehensive plan and LDR table 6.1 and recommended forwarding approval; the commission recommended approval.
For Item 3 (PLDPA20260132 & PLZCA20260133) at 7132 Highway 77, staff recommended a small‑scale amendment to the future land use map and a rezone from R‑2 to C‑3 for a laydown yard; staff asked that prior conditions remain in place requiring no commercial access from Rebecca Boulevard and an 8‑foot privacy fence to screen commercial activity. One nearby resident, Alvin Snelgrove, asked questions about a retention pond and traffic; staff explained that development will be subject to drainage, impervious surface and access requirements during permitting.
Item 4 (PLDPA20260134 & PLZCA20260135) requested changing approximately 12 acres at 13960 Sunrise Lane from agricultural to rural residential and rezoning to R‑2; applicant Justin Hall said he plans to build a residence and noted neighbor outreach. A nearby resident raised concerns about dirt road conditions and whether paving or road improvements would follow; commissioners noted zoning review is separate from road‑improvement decisions, which are the Board's responsibility.
Item 5 (PLCCA20260111) requested changing zoning of 2519 North Bonita Avenue from R‑4 to R‑3; applicant described plans to use the property to support veterans (a VA‑focused housing program) and proposed quadplexes sized to the parcel. Staff found the request consistent with surrounding uses and recommended approval.
Item 6 (LVAR20260143) requested a variance to allow a lot split within the Cedar Estates Phase 2 platted subdivision at 8339 Angie Circle. Staff recommended denial citing LDR section 29.18.3(e) and lack of demonstrated hardship, but the applicant's broker, Ashley McLaughlin, argued timing and reliance during marketing justified relief; after map review and discussion about prior splits in the subdivision, commissioners approved the variance.
All of the above items were moved, seconded and recommended to the Board by voice vote during the meeting; staff noted any conditions (fencing, access restrictions, low‑impact permits) that will apply during permitting. The commission adjourned following a brief administrative item about excusing an absence.
