The Conservation Advisory Board spent substantial time on a draft tree conservation and management law, proposing wording changes and clarifications to definitions, thresholds and enforcement approaches. Members questioned a proposed 6-inch diameter-at-breast-height threshold and suggested smaller DBH thresholds (for example 2.5–3 inches) to capture more trees; concerns focused on balancing protection with practical replanting obligations.
