Senator Siegfried presented House Bill 305, a proposed Delaware Diabetes Wellness Pilot intended to shift diabetes care from reactive treatment toward proactive, prevention‑oriented management. The sponsor described a program using continuous glucose monitoring, enhanced blood testing, dietitian counseling, an app‑based care coordination system, and statistical evaluation via the Delaware Health Information Network (DHIN). He said federal funding through a national health transformation program would remove a state fiscal note and that the pilot would be sunset after three years unless continued on demonstrable success.
Dr. Cedric Barnes, representing the Medical Society of Delaware, voiced the society’s support for HB305 H1, saying the model empowers patients with personalized plans and data tracking and could reshape Delaware’s health system toward prevention while generating evidence to support broader rollout.
Committee members offered brief comments of support and asked to be added as cosponsors; the committee did not vote on the measure at the hearing.
