The Bourne Planning Board on June 26 approved site plan review and special permit SP‑05‑2026 to allow Amazon Granite to renovate the former RMA gym at 130 MacArthur Boulevard for retail sales and fabrication of stone countertops.
The board approved the application after the applicant’s engineer, Zach Kasinski of Bracken Engineering, explained the revised drainage design required by the conservation commission and described measures intended to contain and recharge stormwater on site. Kasinski said the team reduced on‑site drainage and added treatment so runoff would be routed to and protected around an off‑site vernal pool to the north.
“The conservation commission asked us to reduce the on‑site drainage systems,” Kasinski said, “and we’ve redesigned the system to treat the increased pavement and protect the vernal pool.”
Why it matters: The board framed its approval around compliance with multiple sections of the Bourne zoning bylaw, including site plan and special permit criteria, landscaping and tree‑removal standards, stormwater management, and parking requirements. The permit includes 16 conditions requiring recorded documentation at the Barnstable County Registry of Deeds, deferments to local fire, water and health authorities for technical reviews, erosion‑control measures, long‑term stormwater operation and maintenance, and landscaping guarantees.
Key details: The approval limits use to resale, sales and manufacturing of stone countertops and related products and requires that any expansion or change of use return to the planning board. Conditions require a pre‑construction coordination meeting with the conservation agent, installation and maintenance of the approved stormwater system (including catch basins, oil separators, infiltration systems and a tree‑box filter), submittal of as‑built plans before occupancy, and a written engineer certification that the project meets the approved plans or explains discrepancies.
Board reaction and public input: Board members asked whether the new drainage design would affect parking or landscaping; the applicant said parking and landscape layouts remain unchanged. One member of the public requested a larger tree caliper for the planting list; the board confirmed size and species requirements would be enforced as permit conditions.
What’s next: With the planning board’s vote, the decision must be recorded at the Barnstable County Registry of Deeds and the applicant must satisfy the listed technical and administrative conditions before building permits and final occupancy are issued.
