Clay County signs on to regional private well testing grant application; board approves letter of support

County staff briefed commissioners on a Minnesota Department of Health program funded by the Clean Water Fund that offers grants to promote private well testing among households relying on private wells. The program will allow applicants to promote testing for five common contaminants: arsenic, chloroform, bacteria, lead, manganese and nitrate.
Norman County will lead a joint application on behalf of Clay, Norman and Polk counties; staff said combining three counties in one application increases the funding available because the applicant pool size is larger. AE2S provided a draft letter of support and the board approved including that letter in the application packet.
Commissioners said the grant would help homeowners and raise awareness outside of point-of-sale testing. Commissioner Campbell said the grant could help rural residents who otherwise only receive testing at property sale. Commissioner Comstock noted the program would fund testing without obligating homeowners to act on results.
The board voted to participate in the application process and to approve a letter of support to accompany the regional submission.
