County staff told commissioners that during the 2025 legislative session Clay County received a direct appropriation of $1.2 million to convert part of the county's non-secure juvenile facility into a psychiatric residential treatment facility (PRTF) under House File 1301380.
The staff presentation described eligible construction costs for remodeling and said an additional $200,000 would help cover administrative fees, training and onboarding as the facility opens. "Approval of this agreement will allow the county to formally accept and utilize the state appropriated funds in accordance with the grant agreement," staff said.
Commissioners discussed the scope and budget oversight. Commissioner Campbell recommended forwarding financial details to the finance committee to determine which changes could be made to the facility while preserving non-secure space and to allocate dollars for the near term. Commissioner Crabtree moved to approve the construction fund grant contract for the PRTF project and forward the work to the finance committee; the motion passed on voice vote.
The board's action accepts the state funding and authorizes county staff to proceed under the grant agreement; the finance committee will review detailed budgeting and potential additional funding needs.
