Oronoco council debates 'development flex' plan rules, with concern about cookie‑cutter builds

City staff presented a proposed development flex (DF) approach that would operate as a controlled alternative to a planned unit development and allow combinations such as retail with apartments above, smaller setbacks, or alternative lot configurations under a single approved plan.

Several council members expressed concern DF could require extensive up‑front plans (floor plans, elevations and anticipated pricing) that leave homeowners with less individual choice. "My concern is we're going to get into a situation we're not going to lose the identity of a homeowner," said council member Ryland, urging safeguards so DF does not force cookie‑cutter outcomes.

Others replied that DF provides the city with more transparency and control than some ad‑hoc plats; staff suggested minimum standards (for example, minimum square footage or covenants) could be included in DF approvals so developers and buyers understand the neighborhood character in advance. The draft requires clear amendment procedures: if a DF area is demolished and rebuilt, any change from the previously approved DF plan would require a conditional‑use or DF amendment.

Councilors agreed to keep DF as an option but to refine the submittal language and consider whether some of the required plan details might be adjusted to avoid unnecessary rigidity. Staff said they would draft clarifying language and return with a revised DF section for the council's next review.
