Following two days of technical briefings and public exchanges, the Kansas Water Resources Task Force asked the water work group to bring back a more tightly written alternative that (a) preserves meaningful local roles, (b) sets statutory deadlines that match agency capacity, and (c) accompanies any governance reform with a clear funding menu and administrative feasibility analysis.
Task force members emphasized three priorities: protect locally driven solutions (GMDs and regional committees), improve the connection between planning and implementation so that legislative appropriations produce measurable projects, and ensure statutory language does not inadvertently politicize operational decisions. Agency leaders and KLRD staff will collaborate on administrative cost estimates and draft statutory language the co-chairs can use for a next-step recommendation.
No final vote was taken; the task force will receive revised statutory language and a curated set of revenue options before deciding what to forward to the full legislature.
