Baxter council approves engineering contract, project changes and routine resolutions; consent agenda includes retail alcohol license

The Baxter City Council approved a 2026 engineering services agreement with MSA, directed sidewalk additions for Rippey Avenue/Chichaqua Valley Trail plans, approved several resolutions including payment of an Auditor of State invoice and a fund transfer, and approved a consent agenda that included a Class C retail alcohol license for Benola’s LLC.
The Baxter City Council on Jan. 12 approved multiple administrative and project items, including a General Engineering Services Agreement with MSA Professional Services, directed a design change adding a sidewalk on Rippey Avenue, authorized payment of an Auditor of State invoice, and approved a fund transfer from the LMI Fund to the Water Fund.
Resolution 2026-01 authorized execution of a 2026 General Engineering Services Agreement with MSA Professional Services, Inc.; the motion carried unanimously. Separately, council reviewed preliminary plans for the Rippey Avenue intersection and Chichaqua Valley Trail improvements and directed MSA to finalize plans after adding a sidewalk on the east side of the existing curb and gutter.
Council approved Resolution 2026-03 authorizing payment of a $52,233.10 Auditor of State invoice; staff advised an insurance claim is being submitted that would cover the audit invoice cost. Council also approved Resolution 2026-04 to transfer $34,498.20 from the LMI Fund to the Water Fund.
The consent agenda, approved at the start of the meeting, included the Dec. 8, 2025 minutes, financials, and approval of a Class “C” Retail Alcohol License for Benola’s LLC at 108 N Main Street for Jan. 15, 2026–Jan. 14, 2027, subject to receipt of required state approvals. The council tabled a concrete repair agreement in front of the fire station pending Public Works Director Bryce Halter marking replacement areas; Halter indicated he would mark the areas on Jan. 13 for council review in February to avoid impacting Fire and EMS operations.
Other procedural actions included authorization for a city-issued mayoral work phone (not to exceed $100/month), scheduling a third public budget workshop for Jan. 26, and assignment of Deputy Clerk Jill Braye to arrange a spring community meeting among the school district, the city, community groups and businesses.
