Stahly Engineering representatives provided a project update to the Carbon County Board of Commissioners on March 17, covering work ranging from sewer surveys to bridge inspections and grant opportunities, and the county opened bids for a motor grader.
Stahly (Nick Winfield and Stephanie Ray) reported survey field work scheduled for the Edgar Sewer Project with deliverables planned, an in-progress appeal for the FEMA Grove Creek Project, and a rejected amendment request for the Elbow Creek Road Repairs. Stahly also reported completion of inspections and PASER routes for Road and Bridge MP Grant priorities and completion of test pits and boundary work for the Bischoff gravel pit. Stahly noted it did not submit the MCEP grant but said the CDBG program remains available with increased funding.
At the 11:30 a.m. bid opening, the county received two bids for a motor grader: RDO Equipment (John Deere 2026 872P) with a purchase price of $460,000 and a trade allowance of $185,000 (net $275,000); and CAT Tractor & Equipment Co. (Caterpillar 2026 160 15B) with a purchase price of $422,688.62 and a trade allowance of $230,000 (net $192,688.62). County staff noted a Montana Environmental Policy Act form is required for quick repairs on Joliet and Willow Creek before work proceeds.
No award decision was recorded at the meeting; bids were opened and recorded for later evaluation.
