Milo library director seeks $47,810 operating transfer; council approves

Renee Hembry, Milo Public Library Director, told the City Council on Feb. 2 that the library’s FY2027 property tax request is $47,810 and the library’s operating budget relies on only $14,300 from state and county funding.
The council approved a motion by Amsden, second by Rodgers to transfer $47,810 to the library operating budget. The vote was Amsden, Rasmussen, Rodgers and Mason in favor; Griggs was absent.
During her presentation, Hembry said the operating request covers services and upcoming programs for all ages; she also noted the library has $250,000 in its capital improvement fund and that fundraising is ongoing. Councilmember Rasmussen is working on engineering blueprints so the library can seek bids and apply for grant funding to support capital work.
The clerk explained that the overall library property tax allocation in the city’s figures is $72,487.11 and that the total projected library budget—combining local property tax, state and county support and other funds—would be $86,787.11; any surplus funds are transferred to the library capital improvement fund. The clerk also noted that payments from the library budget are processed through the clerk’s office using city software and that invoices must include supporting documentation for payment.
Motion to approve the transfer passed; the council did not alter library wage-setting authority, which Hembry said remains with the library board, not the city council.
