Buckingham supervisors approve grants, development actions and routine spending

On finance, the board approved payment request #10 to GS Developers for $47,500 for Cold Spring Field Stone water interconnect work and approved payroll and a bill list totaling $1,302,192.07. The board also approved two escrow releases: Village Crossing (Penn's Purchase) for $334,572.40 and Fairwing Holdings LLC for $7,580.28 (with a small holdback noted). All items were approved by voice vote unless otherwise recorded.
On environmental and water infrastructure matters the board approved Resolution 2685 to submit a Growing Greener Plus grant to retrofit two stormwater basins in the Cold Spring neighborhood to improve water quality and performance. The board also approved Resolution 2686 and related action to declare intent to reimburse township general funds used on a PFOA and PFOS removal project at a township well and authorized submission of a PennVEST financial assistance application (Resolution 26‑87) to support financing for the Cold Spring PFOA/PFOS water treatment system. Township staff said this was the second grant related to the project and that the PennVEST application was expected to be considered by PennVEST in October.
On development and land use, the board approved Resolution 26‑88 directing the township manager to accept improvements for lands known as AutoLand North Inc./Jim Peroddo Limited Partnership after conditions are met. The board granted a developer extension to June 25, 2027, for improvements related to the Fred Beans Hyundai redevelopment and future biotech research lab parcel, citing substantial remediation and site improvements. The board also accepted an extension for the McKee development review time to Oct. 31, 2026 and approved calling the maintenance bond for the Wawa site if punchlist items were not completed within the specified timeframe.
Other approvals included awarding the 2026–2027 fuel bid through the Bucks County Consortium, purchase orders for SCADA equipment and programming ($38,939 and $49,363 respectively), an emergency wastewater connection to the Buckingham Village treatment plant for 5310 York Road, an intermunicipal memorandum of agreement for the Neshaminy Collaborative to pursue watershed grants, an authorized conservation easement purchase negotiation for a New Hope Road parcel, a waiver of a $75 temporary sign fee for Our Lady Parish rummage sales, and a reduced pavilion fee for a Parkinson's Foundation fundraiser planned for May 15, 2027. The board then adjourned.
