Ben Morgan, the county IT manager, presented a vendor proposal to replace the county’s 10‑ to 11‑year‑old on‑premises phone system with a hosted cloud solution from ICS. The proposed solution would consolidate multiple incumbent carriers, include handsets and licenses for about 425 extensions, and provide on‑going support and replacement phones under a single monthly invoice.
