Cabell County Commission opens bids for senior-center generators, approves routine measures

At its April 22 meeting the Cabell County Commission opened three bids to install generators at county senior centers and unanimously approved a slate of routine measures including personnel hires, budget revisions and an RFP for courthouse access control.
The Cabell County Commission on April 22, 2021 opened bids to install generators at county senior centers and approved several routine administrative and budgetary measures.
President Jim Morgan called the meeting to order at 10:00 a.m. and the commission moved quickly through consent and routine business. County Administrator Beth Thompson announced the county received three bids for generator installation at senior centers: McDaniel Electric Co., Huntington, $279,828.00; City Electric Co., Charleston, $310,535.00; and Palco Sales Corp., Winfield, $822,975.00. Thompson said the bids were received and recorded for the county procurement process.
Also during the meeting the commission unanimously approved multiple administrative items moved by Commissioner Kelli Sobonya and seconded by Commissioner Nancy Cartmill. Those approvals included Purchase Orders #21-102845 through #21-103044 and related pay jackets; monthly payments to Fifth Third for fuel-card purchases; two handwritten checks to Unum for $7,800.40 and Guardian for $19,937.76; and the placement of various agency minutes and reports on the record.
On personnel matters the commission approved the hiring of Christina Marie Haren as a full-time employee for County Clerk Phyllis Smith. The board approved per-diem EMT hires — Lara Michelle Foster, Raven Rebekah-Nicole McMullen, Natalie Nichole Price and Nathan Eric Price — at a rate of $15.8042 per hour, and approved reclassifications for Jacob Allen, Charles Dunlap and Ian Preston to Advanced EMT and for Adam Clark to Per Diem Critical Care Paramedic.
The commission also approved advertising a Request for Proposal for a new secure access control system for courthouse doors, the parking-lot gate and the Ona field office, and adopted County Budget Revision #9 and State Budget Revision #7.
All listed motions were made and seconded as noted in the meeting record and carried by unanimous vote.
The commission listed citizens registered to speak later in the agenda and held time for Commissioner representation reports and Good and Welfare. Commissioner Kelli Sobonya asked about possible county obligations under several bills moving through the state legislature; Commissioner Nancy Cartmill said she had not yet reviewed those bills in detail.
The meeting record shows the commission proceeded largely by unanimous consent on the items presented; the generator bids will move forward through the county procurement process for review and award.
