Utica Community Schools updates Enrollment Distribution Advisory Committee work on clustering and attendance areas

Superintendent Robert Monroe reviewed the purpose and process of Utica Community Schools' Enrollment Distribution Advisory Committee (EDAC) at the board's special meeting on Oct. 8, 2025.
Monroe said EDAC reviews enrollment projections and facility utilization and provides feedback on potential amendments to educational programs and attendance areas proposed by the Administrative Review Committee (ARC). ARC develops one or more options for attendance-area changes and forwards them to EDAC for review; EDAC then responds and makes recommendations to the superintendent and the board.
The superintendent noted that recent ARC/EDAC engagement has focused on realigning attendance-area boundary lines in Clusters III and IV and has included evaluations of facility age, enrollment projections and safety considerations. Monroe referenced past work on DeKeyser Elementary School and current work on Graebner Elementary School and said the goal is to return to neighborhood schools so that the community can better engage with local schools.
No board votes were recorded on EDAC matters at the special meeting; work will continue as the advisory committees develop options for district leadership and the board to consider.
