The Franklin Municipal Planning Commission on June 25 voted to recommend the city's 10-year Transit Master Plan to the Board of Mayor and Aldermen. Consultant Benish summarized the plan's major threads: public outreach and education, planning and policy refinements, ADA accessibility assessment, a technology and data platform for performance monitoring, and incremental service improvements including microtransit pilot zones and additional fixed routes.
Wally Blaine of Benish told the commission the plan grew from roughly 11 months of analysis, public input and stakeholder interviews. The recommendations include near-term actions (outreach and a Cool Springs microtransit feasibility zone), mid-term operational refinements and longer-term expansion of on-demand/microtransit coverage and additional local fixed routes as funding and data support the changes.
The presentation emphasized coordination with land-use (including recently considered housing projects that would lie along recommended routes), a technology assessment for vehicle tracking and fare/payment systems, and the development of an ADA plan to improve accessibility. The consultant said some later-year operating recommendations are unfunded and will require additional resources.
The planning commission voted to forward the master plan to BOMA at its July 14 meeting and to the Franklin Transit Authority board for final consideration on Aug. 4.
