Board approves Group Two lead-testing action plans; district cites state thresholds and OSPI grant support

Mr. Fleckenstein, presenting the Group Two school drinking water lead-testing results, told the board that Washington law passed in 2021 requires remediation where outlets test above five parts per billion (ppb) of lead and immediate shutdown if results exceed 15 ppb.
He explained the district’s standard protocol: samples are collected following state timing rules (water must sit in pipes no more than 18 hours before draw); outlets testing over five ppb are taken out of service and mitigated with signage; the regional superintendent and principal are notified within 24 hours and principals communicate to families within 48 hours via ParentSquare. Gateway’s sampling required retesting and had a May 28 collection date; its action plan will be posted to the consent agenda when available.
When asked about funding, Mr. Fleckenstein said the district applied for and received an OSPI grant that will offset district costs but acknowledged the grant may not cover the entire program expense.
With no public comment and no objection from the board, President Mitchell adopted the Group Two action plans by general consent and directed staff to post the approved plans. Mr. Fleckenstein said remediation work may begin once plans are approved and that retesting will occur before outlets are returned to service.
The board’s action was procedural approval of the posted action plans; Gateway’s action plan remained pending retest and will be provided when available.
