District presents updated educator-evaluation tools after NREA ratifies Unit A changes

Assistant Superintendent Laura Friend presented proposed 2026 updates to Nashoba's educator-evaluation suite to the school committee on May 27, explaining the changes were developed in partnership with the Nashoba Regional Education Association (NREA) and the district's Educator Evaluation Committee.
Friend said the package before the committee includes: Shelburne's adapted classroom teacher rubric (2026), the NRSD educator-evaluation timelines (revised 2026), and updated classroom educator focus elements (2026). She said the work responds to the Department of Elementary and Secondary Education's 2024 model rubric and aims to align local language with evidence-based culturally and linguistically sustaining practice. "We adopted the model rubric across all four standards to reflect current evidence-based culturally and linguistically sustaining practices," Friend said.
Kevin Keaveney, president of the NREA and an educator on the district committee, told the board the association's Unit A membership voted unanimously to ratify the documents. "The NREA voted unanimously to ratify the changes to the document," Keaveney said, and encouraged the committee to consider the updated tools favorably.
Key changes Friend highlighted: restructured rubric language for clarity across performance levels; moving formative and summative conversations to occur before formal written reports to center professional dialogue; a continuous, open-form evidence record that allows educators to curate evidence throughout the year; and an updated list of focus elements that now includes a new focus element, "high expectations and support." Friend recommended deferring updates to specialized instructional-support rubrics (school psychologists, counselors, nurses, social workers, librarians) until DESE completes its pilot this summer.
Committee members asked whether a vote was needed immediately; administration said the updates must be in place for next school year and suggested adding them to the consent agenda at the next meeting. The committee agreed to that approach and thanked the evaluation committee and NREA for collaborative work.
No formal School Committee vote on the evaluation documents occurred at this meeting; administration will return the package as a consent-agenda item for formal approval.
