Cochran updates Community Work Program, secures park grant and advances multiple infrastructure projects

The Cochran City Council unanimously approved an updated Cochran Community Work Program (CWP) May 13 after City Manager Richard Newbern said an updated CWP would strengthen the city's PlanFirst application due May 15 and improve competitiveness for grants and loan‑fund discounts.
Newbern also reported the city received an $84,900 Georgia Department of Natural Resources grant for walking trails, a playground and cooking equipment at Payton Williams/Willie Basby Park. Falcon Engineering’s James Jones told the council Willie Basby Park is in the design stage with bidding expected in late August, and said Cochran Community Park is ahead of schedule with completion expected in July despite additional work to address soft soils.
Jones provided project updates across multiple capital efforts: a full Peacock and Lewis drainage plan estimated at $1.84 million with a recommendation to limit the immediate scope to a $300,000 Peacock Street segment; scope reductions for downtown intersection improvements to meet budget constraints; conditional GEFA approval for wastewater treatment plant improvements pending NEPA documentation; and a revised lift station budget for a federally funded project, with staff seeking pump quotes.
Council authorized the CWP update and directed staff to continue coordination on grant requirements and project schedules.
