John, the town’s Planning & Zoning official, told the Town Council that the owner of 29 E High Street received a certified letter of violation after failing to complete permitted work before the permit expired. John said the structure lacks a required perimeter block foundation and a proper driveway, and that a March 31 submission to renew the permit did not include a completion date or detailed scope of work.
