Robert Domnitz, chairman of the Lincoln Planning Board, opened a Dec. 18 Hanscom Area Towns Committee workshop on parking, urging members to view parking policy as an active tool in managing local change. The session drew planners and selectmen from Lincoln, Lexington, Concord and Bedford to compare village-center parking, office-park demand-management and station-area issues.
