The Wild & Scenic Westfield River Committee on Feb. 27 reviewed a $22,150 pavilion proposal from the Windsor Garden Team and the Town of Windsor and voted to fund select stewardship elements rather than the full grant request.
Carol Waag described the project site near Route 9 as open water surrounded by wetland, noted completed permitting with the Conservation Commission and MassDOT, and outlined the submitted budget and maps. The project seeks $11,200 in grant support to fund construction and visitor amenities. Committee members discussed whether the committee should fund the entire requested amount or prioritize components more closely aligned with the committee’s stewardship plan—specifically native plantings, educational signage and helical piles.
An initial motion to approve the full $11,200 request was made by Doug McNally and later amended by Doug and seconded by Jim Caffrey to limit committee funding to $7,300 for native plantings, helical piles and signage. The amended motion passed 6–4. The record shows members expressed both support for ecological and educational elements and reservations about scope and alignment with Wild & Scenic priorities.
The Windsor project includes a new bus stop and a planned charging station at the site; the committee’s partial funding decision directs local proponents to pursue other funding sources or scale additional components independently. Town representatives present included Ann Koczela of the Windsor Garden Team and Madeline Scully, Windsor’s town administrator.
