Multnomah County approves $73,505 amendment to zoning code consultant contract

The Multnomah County Board of Commissioners voted unanimously to amend consultant contract DCS-SVCSGEN-175-12-2025, increasing the contract price by $73,505 to a total of $314,325 to complete the final phase of the county's zoning code improvement project.
Kevin Cook, principal planner with the county Department of Community Services (DCS), told the board the additional funding is needed to finish third-phase code work and support public engagement through 2027. “In order to successfully complete the third phase of the project, the county needs to amend the contract for the final code work and for the public engagement in 2027,” Cook said.
The board received brief public testimony before the vote. A commenter identifying as Lightning said they supported the resolution while reiterating broader concerns about affordable housing and urging large private-sector contributions to housing funds. Commissioners clarified that earlier meeting materials had shown an incorrect amount online; staff confirmed the correct resolution and APR are now in the packet.
A roll-call vote approved the amendment with all members present recorded in favor. The contract amendment funds will support completion of draft code amendments that staff expects to forward to the planning commission and the board for consideration in roughly one year.
The action advances the county’s multi-year zoning-code update, which staff said will lead to a final draft for public hearings and deliberation next year.
