On Nov. 6, 2025, the Perry City Council adopted Zoning Ordinance amendment 405 to permit Trap-Neuter-Return (TNR) programs for community cats with conditions including spay/neuter, vaccination and recommendations for caretaker certification; the measure passed on a 4–1 roll call vote.
