Black Hawk County supervisors approve claims, contracts and multiple policy updates

The Black Hawk County Board of Supervisors voted unanimously June 23 to authorize payment of a broad set of county claims and to approve several contracts and policy revisions.
Supervisor Justin Brandt moved the resolution authorizing expenditures across multiple county funds; the motion was seconded by Supervisor Ritch Kurtenbach and carried with AYES: Brandt, Hall, Kurtenbach, Schwartz and Laylin. The minutes list vendors and line‑item amounts across general, secondary roads, jail commissary and other funds.
The Board approved a three‑year agreement with Splunk LLC for a Security Information and Event Management (SIEM) platform, effective July 1, 2026, through June 30, 2029, at an annual cost of $24,963, on the recommendation of IT Director Al Yu. "We recommend Splunk to centralize and monitor security logs," Yu told the Board during the meeting.
The Board also awarded the lowest responsible bid to Communications Engineering Company (CEC) for $12,088.08 to upgrade the basement conference room audio/visual system, as recommended by Yu.
Multiple Policy Review Committee recommendations were adopted effective July 1, 2026. County staff said the revised autopsy transportation fees remove a $200 reimbursement cap and align the policy with Iowa Code language. The Board approved a revised change order policy that expands review to autonomous boards and requires Board approval for purchases exceeding $25,000. Revisions to the Tax Sale Acquired Properties policies, the Roadside Ditch Policy concerning removal and disposal of soil, and procedures for vacating or conveying right‑of‑way were also approved.
Human Resources Director Amanda Fesenmeyer told the Board the Specialty Variable Copay Design Program addendum with Navitus is at no cost to the county and should not change employees’ benefits; the county’s self‑insurance plan may receive reimbursements from drug manufacturers.
All votes on these items were unanimous. The Board’s actions bundle several administrative and operational changes intended to update county policies, approve capital improvements and strengthen IT security monitoring.
The Board approved the minutes of the June 16 regular session and completed the consent agenda, which included payroll adjustments, certificates of insurance, a utility permit for Cedar Falls Utilities and a temporary Class C five‑day retail alcohol license for Singlespeed Brewing Co. on July 22, 2026.
