Jackson County staff present annual fee updates; surveyor objects to some changes

Lori Goodrich, budget analyst, told the Jackson County Board of Commissioners staff meeting on June 11, 2026, that the Consumer Price Index for the West Region for 2025 was 2.7 percent and that staff used that rate to update most county fees, excluding the accounts receivable billing charge.
County Administrator Danny Jordan said the county sets fees annually using the prior year’s actual costs and that, as a result, charges can lag current expenses. He described historical workload shifts and what he called incorrect assignment of work between the Corner Fund and the Surveyor’s Office that have produced inconsistencies in fee recovery.
Nicole Rollins, county auditor, said the audit of the proposed fees is still in progress but that she was comfortable with the proposed schedule. Jordan said concerns raised by County Surveyor Scott Fein about potential revenue losses were not supported by the available data, noting that reductions affect a small number of low-volume activities while increases apply to more frequent services.
Scott Fein, county surveyor, asked that certain proposed adjustments be left unchanged for one year; Jordan said he did not support delaying the adjustments and emphasized the need for timely cost data from the Surveyor’s Office. Staff discussed difficulties gathering cost information from that office and agreed that the Surveyor should provide sufficient data if it sought alternative methodology.
Commissioner Rick Dyer said the goal is to set fees as close to actual cost as reasonably determinable. Commissioner Colleen Roberts asked how the Corner fee appears in the schedule; Jordan said it has not been set because it was previously a statutory fee. Staff outlined next steps for completing the audit and a timeline for formal approval of the proposed fee schedule.
The discussion was informational; no formal action was taken at the June 11 staff meeting. The county will return to the Board with finalized audit results and proposed fee orders at a future public meeting.
