Oconee County Council approves multiple ordinances and development incentives; several items move forward on unanimous votes

The council approved Ordinance 2025-18, authorizing an amendment to the lease between Oconee County and the U.S. Department of Agriculture for premises at 301 West South Broad Street in Walhalla. The motion to adopt was made by Councilmember Glenn Hart and seconded by John Elliott; the vote was 5–0.
Council also approved Ordinance 2025-19 on third and final reading, authorizing a special source revenue credit agreement for Ulbrich Specialty Wire Products (referred to in the record as Project Joshua Tree). County staff noted Ulbrich has operated in Oconee County for 95 years. The motion was moved by Hart, seconded by Elliott, and approved 5–0.
Other measures advanced on first reading or were introduced and approved: Ordinance 2025-21 (fee-in-lieu and related agreements for Project Broadway) passed first reading 4–0 with Councilmember Thomas James recused from that item; Ordinance 2025-22 (special source revenue credit for Project Joe) and Ordinance 2025-23 (conveyance of utility easement to Blue Ridge Electric Cooperative at 150 School House Road, Westminster) each passed their first readings 5–0. Council also approved Ordinance 2025-24 to repeal outdated sewer-related provisions from the county code after County Attorney David Root explained the repeal was intended to remove confusing provisions affecting the Oconee Joint Regional Sewer Authority.
Resolution 2025-05, an addendum to the existing agreement between Oconee County/the Oconee County Sheriff and the Oconee County Humane Society extending the term of the animal shelter operations agreement, was approved 5–0.
Council recorded several appointments to advisory bodies: Truman Nicholson (District II), Travis Collins (District IV) and Larry Wilkerson (District V) were appointed to seats on the Fire Service Advisory Commission; each appointment passed on unanimous votes.
