Red Hook board approves engineering contracts, sets Aug. 11 hearing and rejects bridge bids

The Red Hook Town Board on June 24 adopted several resolutions affecting sewer design, property disposition and local infrastructure funding, and took a separate step to require a price determination for a community solar purchase option.
The Board approved an addendum extending the term of the Town’s agreement with T&B Engineering and Landscape Architecture, P.C., and separately authorized Tighe & Bond to provide Sewer District No. 1 collection system design work in an amount not to exceed $383,400. Both actions were adopted on roll-call votes with Supervisor Robert McKeon and councilmembers William Hamel, Kristina Dousharm, Kenneth Migliorelli and Jacob Testa voting Aye.
The Board set a concurrent public hearing for Aug. 11, 2026 at 7:35 p.m. to consider declaring approximately 8.55 acres of Water District No. 1 parcels surplus and to consider acquisition of those parcels through the Town’s Community Preservation Fund; the notice lists parcel acreages and 2025 assessed values.
Separately, the Board voted to reject all bids received May 29, 2026 for the Red Hook Saw Kill Road Bridge Replacement project after the town engineer recommended rejection; Councilmember Dousharm asked that bid materials be reviewed before any decision to rebid.
On the community solar matter, the Board authorized the Supervisor (or Deputy Supervisor) to give notice requesting a determination of fair market value for the Town’s seven-year purchase option under the 2019 Community Distributed Generation Credit Purchase Agreement with Red Hook CSA, LLC, and to begin negotiations on terms subject to future Board approval.
Other procedural votes included approval of a Saw Kill Watershed Community water testing proposal to be reimbursed by grant proceeds and unanimous procedural votes to enter and later exit an attorney/client session.
What’s next: the Town will receive an update on the sewer grant application and Village-engineer information by the July 22 meeting; the Water District public hearing is scheduled for Aug. 11; the Board may receive a valuation determination and negotiation outcomes for the solar option at a future meeting.
