Council reviews code-enforcement action, codification grants and street-maintenance options

Solicitor Kevin L'Hommedieu told the council Feb. 19 that he filed the prepared complaint in County Court against a resident who has not complied with Magnolia's chicken policy; the solicitor said he is monitoring the court docket and, after service, the resident will have 28 days to respond.
Mayor Travis Boyd said he has applied to Carroll County for a $6,000 codification grant and will apply to Stark County for another $6,000 to support codifying the village's ordinances and regulations. Boyd also reported attending a regional planning meeting where a municipal road fund and other grants were discussed; he will follow up to determine whether funding is available for village road projects. Boyd mentioned exploratory discussions about grant funding for pickleball courts in the park.
Public works/maintenance staff and Council discussed street-surface choices. Shawn reported that slag material could be used to repair some alleys at roughly half the cost of limestone, and Scott Noble noted slag is acceptable only on areas that will not be paved later. Kurt Stanley said he will meet with AEP for a light-pole audit and to investigate an unusually high electric bill, and will discuss LED upgrades.
Council did not vote on enforcement removal or grant acceptance at the meeting; members directed staff to continue pursuing grant opportunities and check legal options on tree removal and cost recovery if property owners fail to act.
