City staff told the council the Laughler block project (the former Raleigh’s Carpet building) has continuing state grant support but requires an external third‑party administrator to manage the grant and compliance work. Randy said grants are “extremely complicated” and commonly use outside administrators; the grant includes an administrative fee of about 18 percent that the city can negotiate with prospective vendors and may be shared between the vendor and the city.
