Butner council approves hazard‑mitigation resolution, several routine contracts and code changes

Butner’s council approved a set of routine but consequential administrative items at its July 2 meeting, including a regional hazard mitigation plan resolution, several vendor contracts and an amendment to code‑enforcement notice rules.

The council unanimously adopted the Tar River Regional Hazard Mitigation Plan resolution (res‑26‑07‑01) after a presentation from Panzer and county staff; the plan is required every five years to preserve eligibility for FEMA public assistance after disasters. Panzer noted the plan’s purpose is to keep the municipal jurisdictions eligible for federal funding.

Council approved the May 2026 financial report (staff presented cash and investment balances and revenue/expenditure percentages) and readopted an annual resolution aligning the town’s micro‑purchase threshold with federal guidance in 2 CFR Part 200. The council authorized the town manager and attorney to finalize a managed‑IT contract with CWIT Support Inc., approved procurement of online code‑enforcement software and authorized Reptelis to support MS4 stormwater reporting.

The council also adopted Ordinance 26‑07‑02 to remove the certified‑mail requirement for certain code‑enforcement notices, a cost‑saving change staff said would reduce per‑letter costs and that staff pairs with regular mail for compliance goals.

What happens next: contracts will be finalized by the town manager and attorney; staff will oversee implementation and return any required administrative updates to council. The hazard‑mitigation resolution was adopted on the record; other approvals were voice‑vote authorizations to proceed with agreements and administrative changes.
