Stone Harbor previews shared Uniform Construction Code services with Wildwood Crest, seeks LEAP grant

Mayor Timothy J. Carney told the Borough of Stone Harbor’s work session on May 20 that the borough plans to enter a shared-services agreement with the Borough of Wildwood Crest for administration and enforcement of the Uniform Construction Code (UCC).
Carney said Wildwood Crest would supply licensed personnel to serve as Construction Official and Subcode Official for Stone Harbor, a measure the borough expects will promote interlocal cooperation and administrative efficiency. The proposed agreement was listed as Resolution 2025-S-143 on the agenda for the borough’s upcoming Regular Legislative Meeting.
Council members also discussed a companion item, Resolution 2025-S-144, which would authorize application to the FY25 Local Efficiency Achievement Program (LEAP) administered by the New Jersey Department of Community Affairs. The borough plans to seek LEAP funding to offset transitional costs associated with implementing the shared-services arrangement.
Neither resolution is recorded as adopted during the May 20 work session; both items were presented on the legislative agenda and are expected to be considered at the Regular Legislative Meeting. The work session minutes describe the shared-services arrangement and the grant application as agenda items rather than reflecting final council action.
