River Ridge board approves gatehouse redesign and signage program contracts

The River Ridge CDD board authorized Bowman to retain RG Architects, P.A., as a subconsultant to redesign two gatehouses and approved a separate Bowman Consulting Group proposal to replace monuments and master signage across Pelican Sound.
Eric Long presented the RG Architects fee proposal for a redesign (a facelift rather than demolition) that will address low clearance issues at the main gate, aging materials and aesthetics. The board discussed the need for new elevation certificates, possible changes in flood zones, and the timing for design and permitting (estimated 12 to 18 months).
The board discussed financing and instructed staff to book the $62,500 expenditure as an up-front deferred cost to be reimbursed when financing is issued. Mr. Pires clarified that, if needed, the Chair may sign Subconsultant Agreements and Task Authorizations after review by District Counsel and the District Manager. On motion by Kurt Blumenthal and seconded by Terry Mountford, the board authorized Bowman to retain RG Architects as a subconsultant under standard Bowman terms and authorized the Chair to execute documents after counsel and manager review.
Separately, the board approved Bowman Consulting Group's landscape architecture proposal for the Pelican Sound master signage program, which includes replacement and relocation of neighborhood monuments (the Southern Hills monument was singled out for relocation). Mr. Long said renderings and 3D visuals will be provided to neighborhoods when appropriate, and Mr. Blumenthal will serve as the liaison to the board for communications and updates.
Board members emphasized coordinating design, permits and financing before construction begins in 2026. No construction contracts were awarded at the Oct. 22 meeting; the actions approved were limited to design-authority and retention of consultants.
