- Transportation and safety: members urged staff to include signal timing and intersection concerns in the Phase 2 traffic impact analysis (TIA), citing traffic backups at Indian River and the I‑95 ramps. Discussion included Williamson Boulevard long-term buildout and the need to improve Old Mission Road for safety and flood mitigation.
Members raised safety and operations questions about a proposed Clyde Morris pedestrian underpass (tunnel). The proposal includes ADA-compliant access, LED lighting, pumps and cameras; several members asked who would monitor and maintain the facility and how flooding risks would be managed.
Committee members also praised workforce and education links: Daytona State College will host a Spring Community Connect event (May 19) and summer STEAM camp (June 1–19) that include new CPR certification and construction programming.
The board asked staff to continue advancing site plans, finalize grant details and confirm CRA program spending and sunset-related strategies. Several members asked staff to track signal timing and intersection safety in the Phase 2 TIA and to return with updated implementation steps.
