Council President Natalie Fani Gonzales first asked for a motion to suspend Rule 7(d) to allow introduction and immediate action; Councilmember Sydney Katz moved, and Council Vice President Marilyn Balcom seconded. The suspension passed unanimously. Councilmember Evan Glass then moved to approve the WSSC Water System Development Charge, a motion seconded by Councilmember Sydney Katz; that approval also passed unanimously.
The council took both actions by on‑dais hand counts and did not attach conditions in the session record. Staff will incorporate the charge into the resolution packet for the scheduled formal votes next week.
