Commission hears comprehensive plan update and zoning code changes under consideration

At its Jan. 14, 2025 meeting, the Rolla Planning and Zoning Commission received a report on recent City Council actions and an update on the city’s Comprehensive Plan. Tim Breihan of H3 Consultants presented the comprehensive-plan update, and commissioners discussed potential changes to Section 42.340 of the zoning ordinance governing signage.
City Planner Tom Coots summarized several City Council actions reported to the commission, including ANX24-02 (annexation of a portion of 13063 Old Wire Outer Rd with a proposed C-2 General Retail zoning), VAC24-05 (vacation of alleys in Cowan’s Addition), TXT24-03 (a text amendment to Section 42.313 addressing parking requirements and allowed parking locations for residential uses and RV occupancy limits), and TXT24-02 (text amendments to use definitions and the zoning use table to establish shelters, soup kitchens and transitional housing and to remove Section 42.457, with corresponding edits to Section 42.710). The minutes record questions from Chairperson Russell Schmidt about the Zoning Use Table amendment.
Tom Coots also presented a recap of Community Development Department activity in 2024 and outlined planned department goals for 2025. The minutes do not record substantive public comment on these items. The commission recorded no new or old business on the agenda and adjourned at 7:50 p.m. Minutes were prepared by Cindy Brown.
