The Santa Barbara County Board of Supervisors on March 10 declined to grant most of eight coastal operators additional time to meet new odor-control requirements enacted last year, voting 4-1 to deny the staff-submitted extension requests after extensive testimony from operators, vendors and neighborhood residents.
