FiberLink reports early construction progress in Culpeper; first customers expected in late August

Josh Crawford of FiberLink said the project broke ground on May 27 and that, as of the briefing, crews had installed approximately "5,800 feet of conduits." He told the board the company has nearly 19 miles of permits in hand and has submitted about 90 miles of permit applications to VDOT. Crawford said some work along Route 3 in Stevensburg Road had to be removed and reworked after subcontractor work did not meet VDOT permitting requirements; that rework has been completed and crews returned to place conduit in the proper location. "We have done approximately 5,800 feet of conduits installed as of 06:30," he said.
Crawford said easements and licensing agreements have been secured for Lehi Park and Richardsville Volunteer Fire Station and that Lignum Tower is being negotiated as a Phase 1 site. Supply issues — notably a cabinet and subscriber equipment — and weather delays have affected schedules, and Crawford said the team is trying to accelerate equipment delivery. He told the board FiberLink aims to "start lighting up the first customers" in the Stevensburg area by the end of August, with Richardsville in October and Lignum in November.
Supervisors asked about cost per passing and whether third‑party inspectors should be used to avoid future permit noncompliance. Crawford replied FiberLink is "below the estimated cost per passing" so far and said third‑party inspection and additional oversight were options the company could consider.
The board did not take formal action on the presentation; the update will inform future permitting and oversight conversations.
