A magistrate (S2) described a draft plan to site dumpsters at the county garage and estimated operating costs 'roughly $80,000 a year.' The proposal would create two program teams: one focusing on growing food/community gardens and the other on collecting and distributing donations; S2 said the county would need staffing and governance to keep contractor material out of the system and to supervise drop-off activity.
