Jim Layman, legislative director for the Department of Children's Services, presented rule updates aligning agency practice with recent statutory changes (Tennessee Code Annotated 37‑2‑403). The amendments require a permanency plan within 30 days of a child entering foster care, set out responsibilities for parents, the department and case managers, and require a trauma‑informed education class for parents when a child has been in state custody six months or longer due to abuse or neglect.
