Roger, who introduced the recognition, said the award "represents a significant achievement by the Baldwin County Commission" and noted the budget had to satisfy nationally recognized guidelines across four categories and 14 mandatory criteria to earn the honor. He credited Beth and Lindsey for taking a narrative approach that paired metrics with explanatory text.
Beth thanked colleagues and singled out design and presentation help from Lindsey. "I could not have done it without Lindsey," she said, noting the book made the budget more readable and helped tell Baldwin County's story beyond numbers.
The presentation emphasized that the award evaluates whether a budget serves as a policy document, a financial plan, an operational guide and a communication device. Commissioners applauded staff and suggested the recognition could support future bond or financing conversations.
The commission said two certificates were issued and that a plaque was expected to follow. Staff did not provide further details about additional material benefits or deadlines tied to the award.
The county's budget award discussion concluded with commissioners encouraging newly elected commissioners to attend upcoming budget deliberations to learn the process and preparing for a new budget book in the coming year.
