Palmer said the site will require approximately 13 feet of elevation work including retaining walls along Alberta and stepped foundations along the townhome block; parking will be tucked between cottages and townhomes to reduce street frontage impact. Tharpe said the project’s first phase and prior similar work on Judd Avenue informed the design approach.
Council members asked about adjacent single‑family homes, neighborhood notification (signage and direct contact) and grading, and were told staff had notified adjoining property owners and the developer reported outreach to neighbors and local clergy. Council then moved and approved the conditional use after discussion; no recorded opposition was noted during the meeting.
Next steps noted by staff included completing final plans with the development review team and verifying building and parking plans during the permitting process.
