Council asks KCDC to draft a North Waterfront redevelopment plan

The Knoxville City Council voted to ask Knoxville's Community Development Corporation to create a North Waterfront Redevelopment Plan that would cover the north bank of the Tennessee River from the Henley Bridge to Third Creek.
Ben Bentley, representing KCDC, told council the organization will prepare a draft boundary map, mail notice to property owners within the proposed redevelopment area, publish a public-hearing notice in the Knox News Sentinel for three consecutive weeks, and make the draft available online and in hard copy for community review. He described the plan as a "framework plan" under state law to enable financing of major infrastructure, not a project-specific blueprint.
Councilmember Danzel Grant said he supported the effort but emphasized that it is a beginning of a public process, not a final set of actions. "Getting them to understand that this is just a plan," he said, urging continued community involvement and attention to historic-preservation concerns. Vice Mayor Fugate noted that waterfront redevelopment typically begins with a council request to KCDC and that visible results can take many years.
Bentley said after public input is incorporated, the draft plan would return to council and require approval at the KCDC board and, if necessary, the county commission. Council approved the resolution by voice vote. The measure directs KCDC to begin outreach and produce a draft plan that will come back to elected bodies for formal approval.
