Parks and Recreation Director Alina Hibbs presented two fee proposals to offer more affordable program options at the Aquatic Center and to adjust cemetery pricing to reflect operations and maintenance and declining lot availability. "Our 3 day a week program is $276 for 3 days a week. We're recommending a 2 day a week option at $2.25," Hibbs said during the presentation; staff packet materials show the program-cost intent but the one-line transcript figure for the two-day option appears to be a transcription error and will be verified in the official fee schedule (staff said the two-day option is intended as a lower-cost alternative, not $2.25).
On cemetery fees, staff described changes that remove sold-out north- and south-facing mausoleum sections and adjust pricing for alcove niches, noting the increases reflect endowment contributions and rising maintenance costs. Staff presented the fee resolution to council without prior cemetery board approval because a quorum was not available; council members indicated concern about process but moved forward to avoid penalizing a vendor (Weeks Funeral Home) and recommended returning for further review if needed.
Finance/staff (speaker identified as Chris) explained an automatic, CPI-based adjustment to the school impact fee of 3.1%, implemented April 1 per the fee-resolution formula and now reflected in the paperwork.
Following staff presentation and questions, council moved to approve Resolution 1879, and the motion passed by voice vote.
