SWCD director (speaker 16) explained that an unrestricted reserve was intentionally built over several years to allow the district to reimburse producers and contractors while waiting for slower state and watershed reimbursements. He said the district's two-year operational reserve target is approximately $920,000 and that current unrestricted balances were near $1,000,000, including roughly $300,000 already earmarked for projects.
Commissioners asked for clarity on the funding balance and timelines for reimbursement; staff said large-contractor invoices and multi-year project timelines justify the reserve. The board instructed the auditor to include the SWCD request in preliminary budget materials for committee review.
