Christina, a planning staff member, opened the presentation and introduced Jeremy Lance, a new city planner, then told the Tremonton Planning Commission the department is asking to continue three development applications to May 26 so staff can verify fees, assemble complete applications and prepare fuller staff reports.
Jeremy Lance, who identified himself as Tremonton’s city planner, summarized the largest item, a rezone application (25.012) filed by applicant Joseph Osguthorpe with owner Alliance Equity Services LLC for land near 10500 North and 1000 West. Lance said the request would rezone roughly 40 acres from 'multiple use' to R1‑8 (8,000‑square‑foot single‑family lots) and that staff needs time to confirm acreage, current zoning descriptions and to prepare the statutory and map material required for legislative review.
Staff also presented Cloverfields PUD Phase 3 (application 25‑0009) and Valley Vista PUD preliminary plat (application 25‑0004). For Cloverfields staff noted a corrected zone label (R1‑10) and said the application proposes 24 lots; commissioners asked whether stub roads are private and whether a road‑maintenance agreement will be recorded with the plat. For Valley Vista staff displayed concept plans and reported the preliminary request covers about 58.6 combined acres with a proposal for 285 units; staff said additional maps and department reviews (parks, transportation, utilities) will be included in the full staff report.
Christina said staff will include department heads’ input in the next staff report, take notes of tonight’s public comments and meet with applicants before returning the items to the commission. Commissioners repeatedly asked for clearer maps and corrected acreage and zoning labels in the next packet.
Action: the commission later voted to table the three new‑business items to May 26, 2026, so staff can complete the requested documentation and analysis.
