Board approves letter supporting Kellogg Creek culvert and bridge replacement

The Clackamas County Board of Commissioners voted unanimously on July 7 to approve a draft letter supporting the Oregon Department of Transportation’s Kellogg Creek culvert and bridge replacement project, which county staff said will restore fish passage and upgrade a Highway 99E crossing in downtown Milwaukie.
Nancy Bush, interim county operating officer, explained ODOT seeks construction funding from the Federal Highway Administration’s Culvert Aquatic Organism Passage program to replace a rear‑bank culvert and box culvert and to restore Lower Kellogg Creek habitat. Clackamas Water Environment Services serves on the project technical advisory committee.
Commissioner Savas moved approval and Commissioner Schroeder seconded; the clerk’s poll recorded the motion passing 4–0. Commissioners noted the project is expected to be funded by the city, the state and ODOT and that county general funds would not be obligated by the letter of support.
Staff said a project map and draft letter were included in the commissioners’ packet.
